Washington Home Rebate Programs
Home Efficiency Rebates (HOMES)
The IRA HOMES program provides rebates to low- to moderate-income households for whole-house energy savings retrofits. Rebates vary by amount and income qualifications. Participation must include an energy audit of the home. Households include owners, renters, and multifamily housing.

Rebates can be used for
Eligible home improvements
Insulation*
Air-sealing/ventilation
Electrical panel and wiring (if necessary for appliance upgrades)
Eligible energy-efficient equipment
Heat pump for space heating or cooling*
Heat pump water heater*
Electric stove/cooktop/range/oven or heat pump clothes dryer*
*Energy Star Certification product requirement


Home Appliance & Rebate Program (HARP)
The IRA HARP program provides rebates to low- and moderate-income households to purchase and install high-efficiency electric equipment and appliances. Households include owners, renters, and multifamily housing.

Am I eligible?
Rebates are available to homeowners, renters, and multifamily building owners across Washington
Households earning up to 150% AMI will be eligible for rebates.
Commerce will focus at least half of rebate funds toward low-income households, defined as those with incomes less than 80% of area median income (AMI)
How do I apply?
Commerce is working to make applications available online as soon as possible
You must be approved before buying appliances or beginning home upgrades
Rebates are not retroactive. We cannot issue rebates for any purchases or work done before you are approved for a rebate.
How much is the rebate?
HOMES rebates are based on energy savings and household income level
HARP rebates are available for purchases of qualifying energy-saving electrical equipment

Can the IRA rebates be combined with other funding?

Federal funds cannot be combined with other federal funds for the same measure in a rebate project. However, utility incentives and state-funded rebates have separate funding sources and can be combined. The total amount of rebates cannot exceed the total cost of the project.
